Explications de mon \u00ab abstention positive \u00bb sur le projet de loi d\u2019orientation des mobilit\u00e9s (LOM) en vue de la commission mixte paritaire"},"content":{"rendered":"<p class=\"s5\" style=\"text-align: justify;\"><span class=\"s2\"><span class=\"bumpedFont15\">\u00ab\u00a0<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">Plusieurs mesures <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">du projet de loi d\u2019orientation des mobilit\u00e9s <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">vont dans le bon sens<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, avec d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">e r\u00e9elles avanc\u00e9es techniques<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u00a0:<\/span><\/span><\/p>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">une<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> meilleure gouvernance de la politique des transports, notamment le renforcement du couple r\u00e9gions et intercommunalit\u00e9s<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, <\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">en couvrant tout le territoire fran\u00e7ais<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0;<\/span><\/span><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">la<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> r\u00e9orientation &#8211; absolument n\u00e9cessaire &#8211; de la politique des infrastructures de transport vers les mobilit\u00e9s quotidiennes\u00a0;<\/span><\/span><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">une<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> meilleure mise en \u0153uvre des services de <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">billetiques<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">multimodales<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> avec une <\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">ma\u00eetrise des donn\u00e9es <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">pour les collectivit\u00e9s<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0 ;<\/span><\/span><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">la<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> cr\u00e9ation du \u00ab\u00a0forfait mobilit\u00e9s durables \u00bb qui permettra aux employeurs de verser jusqu\u2019 \u00e0 400 euros par an sans charges ni fiscalit\u00e9 aux salari\u00e9s venant au travail en v\u00e9lo ou covoiturage\u00a0;<\/span><\/span><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">la<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> participation aux frais de carburants, plafonn\u00e9e \u00e0 200 euros pour l\u2019essence et le diesel et \u00e0 400 euros pour les voitures \u00e9lectriques, hybrides rechargeables et hydrog\u00e8ne <\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">pour les salari\u00e9s n\u2019ayant pas acc\u00e8s aux transports en commun<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0; <\/span><\/span><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s8\"><span class=\"bumpedFont15\">le<\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\"> plan national v\u00e9lo<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> avec la r\u00e9alisation d\u2019itin\u00e9raires s\u00e9curis\u00e9s et de financements de 500\u00a0millions d\u2019euros pour la dotation de soutien \u00e0 l\u2019investissement local pr\u00e9vue sur le quinquennat et de 350\u00a0millions d\u2019euros pour le fonds mobilit\u00e9s active-continuit\u00e9s cyclables pour accompagner les collectivit\u00e9s<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0;<\/span><\/span><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s6\">\u2022 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">un<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> nouveau cadre social pour les chauffeurs VTC, comme celui de conna\u00eetre au pr\u00e9alable le prix minimum d\u2019une course et pouvoir la refuser, et, en m\u00eame temps, la mise en place d\u2019un socle d\u2019obligations pour les plateformes num\u00e9riques de transport et de livraison telles que <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Deliveroo<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> ou UBER\u00a0;<\/span><\/span><\/div>\n<p class=\"s5\" style=\"text-align: justify;\"><span class=\"s2\"><span class=\"bumpedFont15\">Mais de <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">nombreux probl<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">\u00e8mes subsistent<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> dans ce texte <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">:<\/span><\/span><\/p>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s10\">\u27a2 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">L\u2019Etat ne garantit pas un am\u00e9nagement \u00e9quilibr\u00e9 du territoire, <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">en particulier dans les terr<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">itoires peu denses et enclav\u00e9s. <\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">Les moyens pr\u00e9vus par le gouvernement et la majorit\u00e9 ne sont pas \u00e0 la hauteur des ambitions affich\u00e9es.<\/span><\/span> <span class=\"s7\"><span class=\"bumpedFont15\">Il aurait fallu a<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">sseoir un financement sinc\u00e8re et viable de l\u2019<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Agence de Financement des infrastructures de transports de France (<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">AFITF<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">)<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, alors qu\u2019aucune ressource compl\u00e9mentaire suffisante n\u2019a \u00e9t\u00e9 fl\u00e9ch\u00e9e pour se conformer aux ambitions port\u00e9es par la majorit\u00e9 en termes de <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">r\u00e9novation des infrastructures. <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">Nous avons pourtant insist\u00e9<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> sur la n\u00e9cessit\u00e9 d\u2019allouer une part suppl\u00e9mentaire de la <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">taxe int\u00e9rieure de consommation sur les produits \u00e9nerg\u00e9tiques<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> (<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">TICPE<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">)<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> \u00e0 l\u2019AFITF. Mais <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">le \u00a0gouvernement<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> a pr\u00e9f\u00e9r\u00e9 garder la totalit\u00e9 d\u2019une cagnotte d\u2019environ 6 milliards d\u2019euros pr<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">ovenant du surplus de la TICPE<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> (37, 7, milliards pr\u00e9vus en 2019 contre 30, 5 milliards en 2017 et 33,8 milliards en 2018) plut\u00f4t que d\u2019en affecter une partie aux territoires ruraux pour financer les mobilit\u00e9s durables, alors m\u00eame qu\u2019 il\u00a0 transf\u00e8re aux collectivit\u00e9s locales cette comp\u00e9tence sans leur verser en contrepartie les moyens financiers correspondants. La majori<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">t\u00e9 a pr\u00e9f\u00e9r\u00e9 adopter un amendement<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> pr\u00e9voyant l\u2019affectation du surplus de la taxe Chirac d\u2019environ 30 millions d\u2019euros en 2018 \u00e0 l\u2019AFITF, ce qui est bien en dessous des <\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">besoins \u00a0estim\u00e9s<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> \u00e0 1,3 milliard d\u2019Euros. <\/span><\/span><\/div>\n<div><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s10\">\u27a2 <\/span><span class=\"s7\"><span class=\"bumpedFont15\">Sur les 80km\/h nous soulignons l\u2019incons\u00e9quence du Gouvernement<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, qui, d\u2019abord en commission, a transf\u00e9r\u00e9 une partie de la responsabilit\u00e9 vers les d\u00e9partements, en leur laissant la possibilit\u00e9 de relever la vitesse de 80 \u00e0 90 km \/heure sur les routes d\u00e9partementales, et puis, en s\u00e9ance, a \u00e9largi cette possibilit\u00e9s aux maires pour les routes communales en rendant \u00a0la situation encore plus absurde car il sera d\u00e9sormais possible de rouler \u00e0 90 km\/heure partout en France sauf sur les routes nationales ce qui provoquera une grande incompr\u00e9hension de la part des Fran\u00e7ais et p\u00e9nalisera, une fois de plus, les habitants des territoires ruraux.<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> L\u2019application va \u00eatre rendue difficile. Cette incoh\u00e9rence peut s\u2019av\u00e9rer dangereuse pour les conducteurs. <\/span><\/span><span class=\"s8\"><span class=\"bumpedFont15\">Je regrette que le gouvernement n\u2019accepte pas le retour \u00e0 90 km\/h sur toutes les routes \u2013 nationales comme d\u00e9partementales ou communales. <\/span><\/span><\/div>\n<div><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s10\">\u27a2 <\/span><span class=\"s8\"><span class=\"bumpedFont15\">La s\u00e9curit\u00e9 dans les transports est aussi une probl\u00e9matique oubli\u00e9e<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\"> de la politique des transports du gouvernement actuel<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">\u00a0;<\/span><\/span><\/div>\n<div><\/div>\n<div class=\"s9\" style=\"text-align: justify;\"><span class=\"s10\">\u27a2 <\/span><span class=\"s8\"><span class=\"bumpedFont15\">L\u2019absence d\u2019accompagnement des fili\u00e8res automobiles<\/span><\/span><span class=\"s7\"><span class=\"bumpedFont15\">, et surtout des employ\u00e9s, pour faire face aux extinctions programm\u00e9es (interdiction de la vente de la voiture \u00e0 \u00e9nergie fossile en France en 2040). <\/span><\/span><\/div>\n<p class=\"s5\" style=\"text-align: justify;\"><span class=\"s4\"><span class=\"bumpedFont15\">Ce sont les raisons pour lesquelles<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\"> j\u2019ai d\u00e9cid\u00e9 <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">en conscience lors du vote solennel le 18 juin <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">de m\u2019abstenir en esp\u00e9rant que la commission mixte paritaire<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\"> \u00e0 venir \u2013 r\u00e9unissant 7 d\u00e9put\u00e9s et 7 s\u00e9nateurs &#8211;<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\"> permett<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">e<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\"> de corriger les d\u00e9fauts <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">persistants <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">du projet de loi pour que je puisse voter favorablement <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">in fine<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p><a href=\"https:\/\/thibaultbazin.fr\/wp-content\/uploads\/2019\/06\/CC6C6D22-0F72-4E9C-A4E3-8D5D05531B38.jpeg\"><img decoding=\"async\" class=\"alignleft size-thumbnail wp-image-6320\" src=\"https:\/\/thibaultbazin.fr\/wp-content\/uploads\/2019\/06\/CC6C6D22-0F72-4E9C-A4E3-8D5D05531B38-150x150.jpeg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a> <a href=\"https:\/\/thibaultbazin.fr\/wp-content\/uploads\/2019\/06\/2E98886B-A95F-4BDF-B31F-FB037DE9FB27.jpeg\"><img decoding=\"async\" class=\"alignleft size-thumbnail wp-image-6321\" src=\"https:\/\/thibaultbazin.fr\/wp-content\/uploads\/2019\/06\/2E98886B-A95F-4BDF-B31F-FB037DE9FB27-150x150.jpeg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00ab\u00a0Plusieurs mesures du projet de loi d\u2019orientation des mobilit\u00e9s vont dans le bon sens, avec de r\u00e9elles avanc\u00e9es techniques\u00a0: \u2022 une meilleure gouvernance de la politique des transports, notamment le renforcement du couple r\u00e9gions et intercommunalit\u00e9s, en couvrant tout le territoire fran\u00e7ais\u00a0;
